hi, i was wondering will the new committee chairpersons will automatically be the most senior [former] minority members on the committee? Are there ever exceptions to this custom? For instance is it safe to say that david obey will be the next chairman of the house appropriations committee? Also, besides the house rules, appropriations, and ways and means committees and the senate finance committee what would you guys say are the most powerfull house and senate committees? thanks.
