The quote is from the 1941 Lend Lease speech. And is part of a blistering attack on the nazis. I pulled it up, because he goes on to talk about the role free nations need to play to help other free nations remain so. And I believe that is the reason it is on the memorial

11 years to the day later, Sept 11th, 2001.

Interestingly, the date could also have been chosen to celebrate the birth of The Knights Templar, formed by 9 European separatists who forbade new members for 9 years in 1111 AD.

I'm not sure anyone, except those that defined it and want it to happen, could tell you what exactly it is.

This is what Wikipedia says,

New World Order (Novus Ordo Mundi) refers to a conspiracy theory in which a powerful and secretive group (Illuminati, Freemasons, etc.) has created a secret plan to eventually rule the world via a unitary (as opposed to federal) world government.
