Why wasn't the Home Office and the Prison Service looking at this several months ago? Why haven't plans been put in place to rent a prison ship (as the Conservatives did in the early 90s in a similar crisis) or to look at using disused MoD facilities? Isn't it rather late to be doing this with only 60-odd beds left in the system?
