That excuse was not good enough to cause nuclear friction between the two.
However, there was a near miss. This may have been a completely possible scenario.
Scenario : The assassination of Indian P.M by an Israeli woman then blaming it on Pakistan.
Peace between India and Pakistan = Pakistan pointing their nukes towards Israel.

Mumbai, Sept 21: An Israeli woman found carrying 16 bullets in her baggage was detained at the airport here when she was about to take a Jet airways flight to Delhi, airport sources said.
During the security check, she was found to be carrying the bullets in her bag, the sources said adding the passenger was handed over to Sahar police for questioning.
Police said her identity was not known but she was an Israeli national and had arrived in Mumbai by an El Al flight from Israel.
