I tend to view it that "justice", like all moral concepts, is in the eye of the beholder-- and thus will be defined differently by the perpetrator/enforcer and the victim/guilty.

Frankly, I think the difference between "justice" and the cold-blooded, self-interested actions taken by a government or other armed gang is primarily whether or not I agree with the justification for it.

I doubt the ability of people to institutionalize, or localize justice. If justice is not as a quality a facet of ever person's life it will not be found in a court room. It can be made a monopoly of government only at the expense of becoming abstract beyond meaning. We could not look around this land and see so many examples of injustice if this were a just land. If this were a just land it would be because people were punctilious in the pursuit of justice. If the profit of a man is thought just because he worked hard for it then the loss of the many must be just because they worked harder still. But that is not justice, because ideally, justice is a quality in every relationship, even between profiteer and laborer.
