This is totally wrong. I would hope that Holyrood would consult with authorities in England regarding the English tributaries - I imagine they will - but they should be required to do so. |

| It dose make sense to do this as it will be more efficient. Hollyrood will almost definitely consult the local authority's when doing this but I agree that it should be an obligation. |

| This is outrageous. If the roles had been reversed, there'd be fighting in the streets in Scotland. Well, more fighting than usual anyway........ |

I will swap you those tributaries for the 6000sq miles Westminister transfered away from Scotland the year before devolution.

It seems sensible for Holyrood to adminster such waterways, however they should be required to consult with English authorities. |
