Even blood tests would be administered. Currently the state is trying it out, paying the people they give "free" examinations to. And people wonder why the states need bail outs.

You want to see more waste financed with deficit spending, take a look around this site. All the grant money you could possibly want all funded by the federal government.
BTW if you download the entire PDF of the August 2005 catalog - about 2,400 pages of this type of crap.
