The EU has no military capability on it's own. And combining the French and British seat into a single EU would be a tacit admission that they were becoming a federal superstate....

It is to give them other continents representation. So the Africans and South Americans can help make the desicons that affects them. It would be like not giving Wales any seats in parliment because they don't provide the same amount of troops as England dose.

That's one of the reasons.....Power can be hard (military) or soft (humanitarian aid.....). Although Japan and the EU lack the former, they're superpowers considering the latter.

In the framework of the UN Charter which gives priority to peaceful settlements and to the implementation of the international law, the soft means of power are more important and can contribute better to the attainment of goals set by the organisation.

Let's not forget that countries with great military powers have ignored the UN S.C. resolutions many times or do not pay their share etc....

Thus countries such Japan or Germany or Brazil which have acted within the UN framework and are determined to continue this stance, why shouldn't they be allowed to facilitate the UN actions? They have the willing and the possibility.....

TO japanese,outside world means only China since 2200 years ago,when japan grown up by importing Chinese civilization,as kids doing,they feel their unique nationality by looking over their parents...Japan leaders has been dreaming of invasting China mainland for about 1000 years.
