The Pennsylvania state legislature is considering a constitutional amendment worded thus:
Only a marriage between one man and one woman shall be valid or recognized as a marriage in this commonwealth, and neither the commonwealth now nor any of its political subdivisions shall create or recognize a legal status identical or substantially equivalent to that of marriage for unmarried individuals.
As worded, the amendment would effectively ban civil union recognition as well.

Several other states (9 at last count, I believe) are considering amendments to ban recognition of gay unions; if all were to pass, a total of at least 27 states - more than half - would have gay marriage bans with many if not most also banning civil union recognition.
Pennsylvania voters won't see the ballot measure until 2007 at the earliest.
That leads me to believe that despite all the noise being made about extending benefits to gay couples in various locales, eventually most of the states will actually have banned the practice, leaving gay couples with few options. |
