This is part of the two steps forward one step back strategy. Even progress have to be managed. This is a strategic retreat to gatherstrength. The CCP do not want success to get into any one's head. Very dangerous if there is no checks and regular reviews. Of course the Western brain will not understand and will surely criticise. |
